Logistics Transformation – Total Asset Visibility (TAV)

the spare parts @ ciclofficinaToday I’m sharing the second of four cornerstone messages the Commandant sent out as ALCOASTs.  Here are the high points:

Definition. TAV is the ability to provide timely and accurate information on the location, movement, status, and identity of units, personnel, equipment, and supplies and having the ability to act on that information. The Government Accountability Office (GAO) further states TAV is a key component of an overarching total asset management program.

Achieving TAV requires process and investment discipline. This includes:

a. consistency in data capture (who, what, when, where, and why).

b. Rigorous financial management discipline to prevent redundant or conflicting investments.

c. Common sense applied in determining what to track as tracking has an inherent cost in both manpower and information storage.

The logistics transformation project headed by the Logistics Transformation Program Integration Office (LTPIO) began proliferation of the standard business model with its inherent TAV at sectors within its boat community in 2008 with a planned completion of 2010. Concurrent with the sector transformation, the LTPIO is steadfastly baselining current and future enterprise-wide TAV for incorporation into the Coast Guard Logistics Information Management System (CG-LIMS). CG-LIMS shall be the Coast Guards single mission support information system supporting all asset communities. First increment of CG-LIMS targets configuration and maintenance management functionality in ALMIS, expected test and evaluation tentatively scheduled for first quarter FY10.

The timeline will shift right based on the decision to pursue an new acquisition strategy.  We will not be doing T&E in Q1 FY10.
