As most of you know, OSC Martinsburg will be the hosting facility for CG-LIMS once it’s in production.

They are in the process of awarding one of their major contracts for support.  The solicitation calls it “Information Technology Services–Application Product Lines Technology Services (APLES)”

The solicitation was posted on FedBizOpps on 4 February. Proposals are due 15 March.  I shared it with a few of you via e-mail, but thought it was worth a quick post to get the word to everyone on the team.

Everyone working on CG-LIMS may find the solicitation instructive on 2 levels:

1. As an example of a solicitation. Although this is an 8(a) set aside, I’m sure there are portions of it that we can borrow from or use to launch questions of the folks at OSC who put it together.

2. To understand the contract OSC will be relying on for CG-LIMS hosting. The heart of it is Section C. The scope is intentionally broad, which will provide the flexibility needed for us to deploy and maintain the system.

    The APLES Performance Work Statement (Section C.2.2) contains this information that may be of interest to the CG-LIMS project team:

    “Software development and operations and maintenance activities conducted under APLES Task Orders will provide services for IT business applications supporting the following DHS and USCG product line areas…

    • Logistics Systems: Direct system life cycle management of DHS and USCG enterprise IT logistics and enterprise asset management applications that support tracking and centralized management of USCG air, surface, facility, and civil engineering logistical/asset information. Services include development of new enterprise logistics and enterprise asset management applications, functionality, capabilities and requirements based on changing technologies and mission needs of DHS and the USCG. In addition, software engineering services will support the transition of existing logistics and enterprise asset management applications, functionality, capabilities and requirements based on DHS and USCG system consolidation efforts. The Operations System Center (OSC) will assume the roles of Software Development Agent (SDA) and System Support Agent (SSA) for all enterprise logistics systems as directed by the C4IT Service Center Director and USCG Chief Information Officer.”

    Attachement 3 is embedded in section C is a word doc that describes CG-LIMS more specifically in para 2.4.2, with scope broad enough that it will include what we need. This isn’t meant to prescribe a certain support methodology. That will be worked out in the ILSP. It does ensure there is scope in the contract to provide the support. Here’s what it says:

    …Specifically, CG-LIMS must provide the capability to support the enterprise asset management functionality for configuration, maintenance, supply chain, property, and technical information across all USCG logistics product lines. It is the single information management system needed to support logistics for all USCG assets, including aircraft, vessels, and shore facilities.

    The USCG Operations System Center (OSC) will assume the role of System Support Agent (SSA) for all enterprise logistics systems.

    The Contractor shall provide a wide-range of Logistics Information Technology (IT) support to assist in the implementation, assume operation and maintenance (O&M) responsibilities, to include but be limited by; but enrollment of product line assets port Initial Operating Capability (IOC) and comply with USCG logistics management systems requirements.

    The Contractor shall be responsible for providing operations and adaptive maintenance support for the systems, as well as supporting migration and integration of legacy logistics systems with the future USCG logistics modernization baseline. The goal of the USCG logistics modernization strategy is to create a single system of record with real-time integrations among various USCG, Other Government Agency (OGA) and industry support systems.

    I haven’t looked through to see if there are any changes that affect CG-LIMS or that we can roll into our thinking about CG-LIMS, but wanted to make sure you knew it was updated.
